DHCR (Division of Housing & Community Renewal)
The New York State agency that administers rent regulation — registering legal rents and adjudicating overcharge complaints.
The Division of Housing and Community Renewal is the state agency that oversees rent-regulated housing in New York. Landlords of rent-stabilized units register each unit’s legal regulated rent with DHCR annually, and tenants file rent-overcharge and service complaints there. DHCR also processes MCI and IAI applications and issues the rent histories used to prove what a unit may legally charge.
DHCR now operates as a division within New York State Homes and Community Renewal (HCR), the umbrella housing agency — the two names are often used interchangeably, but DHCR is the specific arm that handles rent regulation.
When a brokerage needs to know the registered legal rent on a stabilized unit — the number every renewal and vacancy lease has to respect — DHCR is the system of record.
